Australian Coastal Council Conference 2025
SSWM was proud to present at the Australian Coastal Council Conference 2025 in collaboration with Northern Beaches Council, Special Projects Officer, Adam Burrowes
Presentation Topic:
Using Sustainable Materials and Long-Lasting 316 Grade Stainless Steel Fencing to Stabilise and Restore Dunes Along Sydney’s Northern Beaches.
Our presentation showcased the award-winning Curl Curl Beach case study, where stainless steel fencing has played a pivotal role in long-term dune restoration and coastal protection. The project demonstrates how smart material selection can deliver lasting environmental and community benefits.
At SSWM, we’re committed to developing durable, sustainable solutions that empower councils to invest in long-term resilience. By working closely with local governments, we help extend the life of public assets through the strategic use of stainless steel.
Stainless steel supports key standards:
- Asset Management (ISO 55000)
- Occupational Health & Safety (ISO 45001)
- Environmental Management (ISO 14001)
With significantly lower maintenance and replacement costs, stainless steel offers a lower total cost of ownership. Making stainless steel a smart and sustainable choice for coastal infrastructure.
We’re excited to share our insights below and look forward to continuing our support for councils building a more resilient and sustainable future.
Introduction – Why Corrosion Matters for Coastal Councils
The Hidden Cost of Corrosion
Corrosion costs Australia over $30 billion annually, accounting for 2–3% of GDP. This occurs within 10 kilometres of our shoreline. For coastal councils, this silent threat undermines their infrastructure, safety and long-term planning.
Curl Curl Beach Case Study
SSWM’s stainless steel fencing project at Curl Curl Beach has withstood harsh coastal conditions for over 6 years, without signs of corrosion. This success story highlights the power of material choice in asset longevity.
Understanding Corrosion Zones and Material Chemistry
Corrosion Zones (AS 4312 & ISO 9223)
From C1 (dry indoor) to CX (extreme offshore), knowing your corrosion zone is essential. Curl Curl Beach was reassessed from C5 to CX due to its proximity to surf and wind exposure.
Corrosion Zone Definitions
As per ISO 9223
Corrosion Zone | Environment Description |
CX | Ocean / Offshore |
C5 | Surf Seashore |
C4 | Calm Seashore |
C3 | Coastal / Industrial |
C2 | Arid / Inland |
C1 | Dry |

Why Materials Corrode
Corrosion is an electrochemical reaction. Chlorine ions, moisture and temperature accelerate this process. Zinc coatings offer temporary protection, but once compromised, base metals corrode rapidly.
When one wire fails the entire fence stops being an effective barrier.
Stainless Steel vs. Traditional Coatings
Zinc Coating Limitations
Galvanised fencing at Curl Curl Beach showed rust within 2 years and structural failure by year 7. Zinc coatings are vulnerable to damage during installation and offer limited lifespan in CX zones.
Stainless Steel Advantages
Grade 316 stainless steel, chosen for its molybdenum-enhanced corrosion resistance, offers:
- Asset life 3x longer than coated carbon steel
- No need for re-coating
- Excellent mechanical properties
- Sustainability and recyclability
Whole-of-Life Cost Comparison
Griffith University Study
Griffith University in collaboration with Gold Coast Council wrote a report: A Whole of Life Cost Comparison and Cost Benefit Analysis For Steel Structures Constructed in the Foreshore zone.
A 50-year cost analysis comparing painting, epoxy, galvanising and stainless steel found:
- Stainless steel had the lowest lifecycle cost
- Coated systems required multiple maintenance cycles
- Stainless steel required minimal maintenance
Financial and Environmental Benefits
Stainless steel reduces long-term costs, environmental impact and operational disruptions. It aligns with ISO 55000 asset management standards and sustainability goals.
Community and Environmental Impact
Beyond the Fence
The stainless steel solution at Curl Curl Beach enabled:
- Improved foreshore management
- Flora and fauna regeneration
- Community engagement and pride

Material Selection Guidance
Stainless steel should be considered for any steel infrastructure within 5 km of the coast with asset life expectations beyond 7 years.
Final Takeaways
Questions for Your Council
- What is the corrosion zone of your asset?
- What is the required asset life?
- Have you considered the whole-of-life cost?
A Legacy of Durability
As councils build for future generations, stainless steel offers a sustainable, long-lasting solution for infrastructure in a sustainable manner.
